GREAT FALLS LOCAL AMERICAN POSTAL WORKERS UNION AFL-CIO CONSTITUTION AND BYLAWS
ARTICLE I - TITLE
This organization, by virtue of a charter granted by the American Postal Workers Union, AFL-CIO, shall be known as the Great Falls Local, 208 Great Falls, MT 59401.
ARTICLE II - OBJECTIVE
The objective of this Local shall be to unite our fellow workers, Postal Clerk Craft, Postal Maintenance Craft or any Postal Employee, into one brotherhood for their social and economic advancement and to promote material welfare as well as harmony and cooperation among our fellow workers.
ARTICLE III - MEMBERSHIP
Section 1. Any Clerk, Maintenance Employee or any Postal Employee, who is either a full-time or a part-time employee, may become a member by presenting their name to the Secretary and paying their dues or by signing a Dues Check off System Form.
Section 2. Dues are payable in advance, on or before January 1, April 1, July 1 and October 1. The Secretary shall notify members by mail who are in arrears and those whose dues are not paid within ninety (90) days thereafter shall be dropped automatically from the membership rolls.
Section 3. The title of honorary member may be conferred for life by a two-thirds vote of members present at any regular meeting. Honorary Members will have one voice but no vote and will not be eligible to hold any office.
Section 4. Those members who wish to attend Conventions and/or Seminars as a paid or reimbursed delegate must: 1) have attended three (3) of the last six (6) regular meetings, 2) be nominated by a fellow member or Officer in good standing, 3) Must be a member in good standing at least ninety (90) days prior to that election, 4) be elected by a majority of votes cast, either by voice or by referendum ballot, and (5) Must attend all training and meetings unless excused in advance by the local president.
Section 5. Compensation will be afforded to any member, as outlined in Section 4 above, attending Union recognized seminars, training sessions, State and National Conventions. Those seminars, training sessions, State and National Conventions must be recognized by at least three (3) members of the Executive Board before compensation will be paid. Compensation will be for 1) a registration fee(s), 2) mileage at the current IRS allowable rate, 3) lodging, 4) per diem at the GSA allowable rate per day and 5) the Great Falls Local will reimburse any "elected" delegate to Union functions for Leave Without Pay (LWOP), to attend those functions at a rate of $125 per day provided that supporting documentation is provided. This is considered taxable income and shall require a W-2 at the end of the year. Any paid or reimbursed delegate has sixty (60) days to turn in receipts.
